This design has already advanced to the permitting stage, so it’s largely a fait-accompli that it will be built. Zaha Hadid’s firm is the designer, and as with most of their output, the form is iconic, artistic, and radical. They even have taken care to put in ample greenspace and various landscape urbanist touches. 

Just a mite of a problem.
